Important Information / Application Guidelines
- All qualifications should only be from the Boards of Intermediate and Secondary Education / Technical Education recognized by the Federal / Provincial / AJK Governments and well reputed universities / institutions recognized by the HEC, as applicable.
- First class in final degree is mandatory. Only one second class / division in the entire academic career from matric onwards is allowed. First class / division means a minimum of 60% marks for annual system or a minimum CGPA of 2.5 out of 4.0 for semester system. Second class / division means a minimum of 50% marks for annual system or a minimum CGPA of 2.0 out of 4.0 for semester system.
- No third division/class (marks less than 50% in annual system or CGPA less than 2.00/4.00 in semester system) in the entire academic career is allowed.
- All posts are Islamabad based. Practical Test/Interviews will be conducted at IST, Islamabad campus only.
- Applications with academic qualifications/degrees and experience in the relevant field will be considered only.
- Age will be calculated on the closing date of applications. Ex-Govt. officials / Ex-servicemen who fulfill the eligibility criteria may be granted age relaxation as per Govt. rules.
- Candidates selected will be offered an initial contract for a period of two (02) years (extendable).
- Ex-Govt. officials / Ex-servicemen should submit attested copies of their release/retirement order and Last Pay Certificate (LPC) duly verified from the concerned authority.
- Serving Employees of Govt. / Semi Govt. / Autonomous organizations should submit a No Objection Certificate (NOC) from their respective organizations regarding permission to apply.
- Serving Regular Employees of Govt. / Semi Govt. / Autonomous organizations will not be appointed on deputation / EOL. In case of selection, the applicant will be required to tender resignation from regular service.

How to Prepare for This Role
The Assistant Director (Audit) at IST Islamabad is an EBPS-17 contract post in the internal audit function. IST accepts CA(Inter)/ICMA(Inter)/ACCA holders or MBA/BBA/M.Com graduates in Finance/Accounting (1st division). No post-qualification experience is required. The selection includes a practical test and/or interview at IST Islamabad campus. The four areas below reflect the panel's primary evaluation focus for this audit and financial controls role.
IST accepts four qualification routes for this post: CA(Inter)/ICMA(Inter)/ACCA; MBA or equivalent in Finance/Accounting (1st division, 16 years); BBA (4 years) or equivalent in Finance/Accounting (1st division); or M.Com (16 years) in Finance/Accounting (1st division). No post-qualification experience is required for any of these routes. Bring the original and attested photocopies of your qualifying certificates, mark sheets, and degree from all stages of your academic career. For professional qualifications (CA/ICMA/ACCA), confirm that you have passed the Intermediate level and bring your result notification and ICAP/ICMAP/ACCA membership or registration evidence. For degree-based routes, ensure your transcript explicitly shows Finance or Accounting as the major. The one second division rule and no third division requirement apply across all routes including from matric onwards.
If you hold an ACCA qualification, confirm your exemptions and the examination papers you have passed at the Fundamentals and Professional levels. ACCA is a globally recognized credential but the panel may ask you to explain the ACCA qualification structure and the stages you have completed relative to ACCA membership status.
Internal audit in a public sector organization examines whether financial transactions comply with approved procedures, whether expenditures have proper authorization and documentation, whether assets are safeguarded, and whether there is compliance with budgetary allocations. The panel will test your understanding of the audit cycle: audit planning, fieldwork, evidence gathering, audit findings documentation, and audit report preparation. Be ready to explain the difference between internal audit and external audit, the purpose of an audit committee, and how a pre-audit (pre-payment audit) differs from a post-audit. Relate your Finance/Accounting coursework to these concepts and prepare examples of how you would audit a procurement file, a payroll register, or a petty cash account at a university.
IST is a public sector university and its finances are subject to audit by the Auditor General of Pakistan. The Assistant Director (Audit) role supports internal financial controls that must be consistent with government financial rules. Review the federal government financial rules (GFR), PPRA procurement rules, and how internal audit functions in a university under HEC regulatory oversight.
The panel will evaluate your knowledge of accounting principles and financial reporting standards relevant to a public sector entity, your ability to identify control weaknesses, and your skill in documenting audit observations in a clear and structured format. Prepare to discuss: what constitutes an audit exception or finding, how an audit observation is structured (condition, criteria, cause, effect, recommendation), and what an audit management letter looks like. Review concepts of financial controls: authorization levels, segregation of duties, bank reconciliation, fixed asset register maintenance, and petty cash management. Even as a fresh graduate, demonstrating conceptual clarity and the ability to apply your coursework to real audit scenarios will differentiate your performance in the interview.
Practice walking through a simple audit of a university departmental budget: how you would obtain the budget allocation, compare it with actual expenditure, verify supporting documentation for each transaction, identify variances, and draft a concise audit observation. This is a common practical test scenario for audit roles at entry level in public sector organizations.
