About the Job

The Government of Balochistan has received a Project Readiness Financing (PRF) loan from the Asian Development Bank for the Feasibility Study and Detailed Engineering Design for a Sustainable Bus Rapid Transit (BRT) Network in Quetta, Balochistan. The Balochistan Traffic Engineering Bureau intends to hire the services of an Individual Consultant for the position of Financial Management Specialist under this PRF loan from ADB.

Job Details

Required Qualifications and Experience

• A nationality of Pakistan, or legally reside in Pakistan (for the whole assignment duration)
• A university degree in accounting, finance, economics, or a related field
• Professional qualification (CMA, CPA, CA, ACCA, MBA) in Accounting or Accounting Management or equivalent
• A minimum of 10 years in financial management of Multilateral Development Bank/International Organization-funded infrastructure or transport projects
• Demonstrated experience and familiarity in ADB's financial due diligence, disbursements, and financial reporting requirements is encouraged
• Strong financial analysis capability and communication skills in English are required
• Proven experience, knowledge, and skills in designing and maintaining accounting records in MS Excel and good understanding of accounting systems and software (preferably SAP S/4HANA), including the designing of financial framework, budget & accounting manuals, chart of accounts, recording of ledger entries and preparation of financial statements
