Important Information / Application Guidelines
- All qualifications should only be from the Boards of Intermediate and Secondary Education / Technical Education recognized by the Federal / Provincial / AJK Governments and well reputed universities / institutions recognized by the HEC, as applicable.
- First class in final degree is mandatory. Only one second class / division in the entire academic career from matric onwards is allowed. First class / division means a minimum of 60% marks for annual system or a minimum CGPA of 2.5 out of 4.0 for semester system. Second class / division means a minimum of 50% marks for annual system or a minimum CGPA of 2.0 out of 4.0 for semester system.
- No third division/class (marks less than 50% in annual system or CGPA less than 2.00/4.00 in semester system) in the entire academic career is allowed.
- All posts are Islamabad based. Practical Test/Interviews will be conducted at IST, Islamabad campus only.
- Applications with academic qualifications/degrees and experience in the relevant field will be considered only.
- Age will be calculated on the closing date of applications. Ex-Govt. officials / Ex-servicemen who fulfill the eligibility criteria may be granted age relaxation as per Govt. rules.
- Candidates selected will be offered an initial contract for a period of two (02) years (extendable).
- Ex-Govt. officials / Ex-servicemen should submit attested copies of their release/retirement order and Last Pay Certificate (LPC) duly verified from the concerned authority.
- Serving Employees of Govt. / Semi Govt. / Autonomous organizations should submit a No Objection Certificate (NOC) from their respective organizations regarding permission to apply.
- Serving Regular Employees of Govt. / Semi Govt. / Autonomous organizations will not be appointed on deputation / EOL. In case of selection, the applicant will be required to tender resignation from regular service.

How to Prepare for This Role
The Deputy Director (Finance) position at IST Islamabad is an EBPS-18 contract role open to candidates with CA (Inter) with completed Articleship, ACMA, or MBA/BBA/M.Com in Finance/Accounting (1st division) with 6 years of post-qualification experience. Two posts are available. Shortlisted candidates will be called for a practical test and/or interview at IST Islamabad campus. The four areas below outline what the selection panel will assess most closely.
IST accepts five qualification routes for this post, each with its own experience requirement. CA (Inter) candidates must have successfully completed their Articleship and should bring the ICAP training completion certificate along with their CA Inter certificate. ACMA holders have no post-qualification experience requirement and should present their ICMA membership certificate. MBA, BBA (4 years), or M.Com candidates need a first division degree with major/specialization in Finance or Accounting from an HEC recognized university, plus 6 years of post-qualification experience. All degree holders must ensure their academic record meets the first class standard (minimum 60% in annual system or CGPA 2.5/4.0 in semester system) and that only one second division appears anywhere from matric to their final degree with no third division at any level. Bring original degrees, transcripts, and mark sheets from matric onwards along with attested photocopies.
The panel will verify your qualification route against the table above. Know your specific route and prepare to explain your eligibility clearly. If applying via CA (Inter), confirm your Articleship completion letter is current, signed, and on ICAP-registered firm letterhead.
IST is a public sector autonomous institution. The Deputy Director (Finance) will be responsible for financial management functions within the university's finance department. Be prepared to discuss experience in budget preparation and monitoring, financial reporting to governing bodies, procurement finance, payroll management, fund management for government or donor-funded projects, and statutory financial reporting under applicable regulations. If you have worked in a public sector university, autonomous body, or government organization, highlight that experience specifically. The panel may administer a practical accounting or financial analysis test to shortlisted candidates, so brush up on journal entries, trial balance preparation, income and expenditure accounts, and balance sheet formats used in public sector accounting.
IST operates under the HEC framework and is subject to government audit. Familiarity with Auditor General of Pakistan audit requirements, Public Procurement Regulatory Authority (PPRA) rules, and government budget cycles will distinguish your candidacy in the interview.
Be ready to demonstrate knowledge of IPSAS (International Public Sector Accounting Standards) or IFRS as applied in Pakistani public sector entities, the preparation of annual financial statements, internal audit coordination, and compliance with the Controller General of Accounts (CGA) guidelines. If you have handled external audit queries, prepared audit paras responses, or managed prior year advance accounts, describe these experiences in detail during the interview. The panel at a technical university will also value knowledge of research grant financial management, fee income accounting, and restricted fund reporting.
Prepare two or three examples of financial management challenges you resolved: a budget overrun you corrected, an audit observation you cleared, or a financial control gap you closed. Structured, outcome-focused answers at this level carry far more weight than general descriptions of daily finance routines.
