Education & Experience
Bachelors/Masters in Transportation Engineering/Civil Engineering with relevant courses in Transportation Engineering (16 Years of Education from HEC recognized institution) with minimum 10 years of relevant experience.
OR
Masters/M.Phil in Transportation Engineering/Civil Engineering with relevant courses in Transportation Engineering (18 Years of Education from HEC recognized institution) with minimum 8 years of relevant experience.
Leadership role in public sector projects will be preferred.
Age: Up to 45 years. Duty Station: Lahore.
Job Responsibilities
- Lead and manage the day-to-day operations of Lahore Metrobus System (LMBS), Lahore Feeder Routes (LFR), and other public transport services assigned by the Authority.
- Administer, monitor, and ensure effective implementation of Service Level Contracts (SLCs), Service Level Agreements (SLAs), and all operational contracts for transport services.
- Supervise and monitor Key Performance Indicators (KPIs) of bus operations, janitorial services, and all allied operational systems and services.
- Monitor contractor performance, enforce contractual obligations, and ensure compliance with operational standards, service quality benchmarks, and safety requirements, including imposition and processing of penalties where applicable.
- Establish and maintain effective coordination with relevant government departments and stakeholders including Transport & Mass Transit Department (T&MD), Planning & Development Board (P&D), LDA, RUDA, Punjab Central Business District Development Authority, TEPA, District Administration, Punjab Transport Company (PTC), Regional Transport Authority (RTA), Traffic Police, Rescue 1122, law enforcement agencies, and other concerned organizations.
- Oversee maintenance, repair, rehabilitation, and upkeep of LMBS and LFR infrastructure, including stations, corridors, command and control centre, depots, terminals, bus stops, shelters, and associated assets.
- Coordinate and follow up on government initiatives related to modern public transport systems, including induction of eco-friendly electric buses and development of supporting infrastructure such as depots and allied facilities.
- Oversee establishment and operational readiness of bus depots and related infrastructure for existing and future transport requirements.
- Analyze ridership data and operational performance to optimize bus schedules, service frequencies, and route efficiency.
- Conduct planning, evaluation, implementation, extension, modification, and optimization of existing and new feeder routes, bus stops, and passenger facilitation infrastructure.
- Plan, prepare, and implement special operational strategies and service schedules for Eid holidays, public holidays, special events, and emergency situations to ensure uninterrupted service delivery, passenger facilitation, and operational efficiency.
- Coordinate with relevant authorities for development and installation of passenger facilitation facilities including bus shelters and related infrastructure on feeder routes.
- Oversee verification, processing, and reconciliation of operational invoices, service payments, and performance reports in accordance with approved contracts and financial rules.
- Coordinate with consultants and relevant stakeholders for transport studies, feasibility reports, operational improvements, and development of future mass transit and integrated transport projects.
- Facilitate and supervise internal and external audits, prepare responses to audit observations, and represent the Authority in audit proceedings including SDAC and other relevant forums.
- Prepare and submit responses to Ombudsman references, PMDU and CM Portal complaints, public grievances, Assembly Questions, and other government queries.
- Ensure proper maintenance of operational records, documentation, reports, and data systems required for effective decision-making, reporting, and compliance.
- Support senior management in procurement processes, policy implementation, operational planning, and strategic decision-making for public transport systems.
- Perform any other duties and responsibilities assigned by the Managing Director, PMA, or any competent authority from time to time.

How to Prepare for This Role
Build Transportation and Civil Engineering Expertise
Strengthen coursework and practical knowledge in Transportation Engineering or Civil Engineering, since either a 16 year or 18 year HEC recognized qualification with relevant transportation coursework is required.
