UNMOGIP seeks a Finance Assistant (G-6) to perform comprehensive financial and budgeting duties including processing financial transactions, performing end-to-end accounting in Umoja, conducting bank reconciliations, and supporting year-end closure. This full-time on-site position in Islamabad is subject to local recruitment and requires minimum 7 years of international organization experience in accounting, budgeting and financial management.

The United Nations Military Observer Group in India and Pakistan (UNMOGIP) is a UN peacekeeping mission established to supervise the ceasefire between India and Pakistan. Operating from its Islamabad office, UNMOGIP requires professional financial administration support to manage budgets, financial transactions, and accounting compliance in accordance with UN Financial Regulations and IPSAS standards.
Key Responsibilities
- • Review and process financial transactions including payments to staff, uniformed personnel (IUPs), vendors, and other partners with compliance to UN Financial Regulations
- • Perform end-to-end accounting in Umoja by recording, reviewing, and reconciling financial entries in compliance with IPSAS standards
- • Clear GRIR and OIMs balances, ensure correct account classification, and resolve errors through adjusting entries or journal vouchers
- • Prepare daily, monthly, and year-end bank reconciliations, resolve discrepancies with Treasury and banks
- • Monitor cash movements and rejected payments, support imprest and petty-cash accounting
- • Support year-end closure by preparing IPSAS-compliant financial statements for reporting
- • Record accruals, staff-benefit liabilities, asset-depreciation (FDA) and advance analyses
- • Undertake write-offs, review and clear open items and invalid commitments
- • Ensure strong internal controls by maintaining oversight over financial transactions and enforcing segregation of duties
- • Support audit requirements and respond to OIOS/BOA and other oversight queries
- • Investigate erroneous accounting entries and prepare corrective adjustments
- • Contribute to financial data analysis, graphical visualization, and reporting for planning and audit responses
- • Assist in preparing cost estimates and budget proposals for post and non-post resources
- • Support Fund Center managers in resource justification and provide guidance on budget implementation
- • Process redeployment of funds in Umoja in accordance with UN Financial Regulations and Rules
- • Generate expenditure reports against approved budget using ERP Umoja
- • Assist in preparing and reviewing budget performance reports ensuring accurate data and variance explanations
- • Review year-end budget commitments and support closure of invalid commitments
- • Prepare cost-recovery plans with collaboration of relevant fund centers
- • Update deliverables and results using the SMA tool quarterly
- • Draft correspondence and prepare inputs for reports related to finance and budget planning
- • Maintain up-to-date files and documentation for audit and reference
Requirements
- ✓ High school diploma or equivalent is required
- ✓ Technical or vocational certificate in financial accounting or budgeting is required
- ✓ Minimum 7 years of experience in International Organizations in accounting, budgeting and financial management (5 years for candidates with first-level university degree or higher)
- ✓ Experience in financial accounting, cost recovery, budget formulation, budget and financial monitoring, or audit is required
- ✓ Experience in monitoring financial transactions, identifying and analyzing trends in line with IPSAS and IFRS
- ✓ Expertise in working with SAP Umoja modules ECC, BPC, SMA Tool, and SAP Analytics is desirable
- ✓ Working experience of MS-Office (Word, Excel, PowerPoint, Outlook, SharePoint) is desirable
- ✓ English language proficiency: UN Level II (reading, writing, listening, speaking)
- ✓ Sound knowledge of financial and budget principles and practices
- ✓ Ability to independently conduct research and analysis with strong problem-solving skills
