How to Prepare for This Role
- The interview panel will open by assessing your understanding of water and sewerage utility operations. Be prepared to explain how a large-scale urban water supply and sewerage system functions, what the key infrastructure components are, how operational performance is measured, and what the most common failure points are in utility service delivery. If you have direct experience managing water supply, sewerage, or municipal infrastructure projects, walk through the scope, scale, and outcomes in concrete terms rather than general descriptions.
- Business process optimization is listed as a core COO responsibility at HW&SC. Expect the panel to ask how you have approached process improvement in a previous organization, what frameworks or methodologies you applied, and what measurable outcomes resulted. Prepare a specific example where you identified an operational inefficiency, designed an improvement plan, led its implementation, and tracked the results. Outcomes should be expressed in quantifiable terms such as cost savings, service uptime improvements, or reduction in complaint resolution time.
- The panel will probe your experience managing large-scale engineering projects since the qualification requires an engineering degree and the job profile specifically mentions water supply and sewerage projects. Be ready to discuss the largest infrastructure project you have managed from planning through completion, including budget size, team composition, stakeholder coordination, and how you handled delays or technical challenges. If you have experience with water sector projects specifically, describe those in detail as they align most directly with HW&SC's mandate.
- Organizational change and change management are listed as a distinct advantage. HW&SC has described itself as executing a turnaround plan, which signals that the COO will be expected to lead institutional transformation. Prepare to discuss a specific change management initiative you have led, how you built stakeholder buy-in, how you managed resistance within the organization, and what the outcome was. Be ready to articulate your philosophy on leading change in public sector or utility organizations where resistance to change is often structural and deeply embedded.
- The panel will ask about your experience operating at senior management level since both the government and private sector experience routes require demonstrated seniority. For government candidates the threshold is BPS-18 or above; for private sector candidates it is Resident Engineer or Project Engineer level or higher. Be explicit about your grade, title, and reporting line in each role you reference. Prepare to describe the scope of your decision-making authority, the size of the teams you led, and the budget you controlled at your most senior position.
- Since HW&SC is a government utility governed by a Board of Directors, the panel will likely ask about your experience dealing with governance structures, board reporting, and regulatory compliance. Prepare to explain how you have managed upward reporting to a board or governing authority, how you have handled audit and compliance requirements, and how you balance operational autonomy with institutional accountability. If you have experience in a regulated sector such as municipal utilities, public works, or infrastructure under a provincial authority, describe that regulatory relationship specifically.
