About the Job

National Power Parks Management Company (Private) Limited (NPPMCL) is a public sector company with assets worth more than five hundred billion rupees and multi-billion rupees in revenue. NPPMCL is producing cost-effective and reliable electricity and is playing a pivotal role in the power sector of the country by making available 2400 MW to the national grid through two RLNG-based Combined Cycle Power Plants of 1223 MW at Balloki, District Kasur and 1230 MW at Haveli Bahadur Shah, District Jhang. NPPMCL manages them through respective O&M contractors while maintaining the highest quality standards of technology and service delivery.

NPPMCL invites applications from exceptional, highly qualified and experienced professionals who are willing to lead the organization with dedication and innovation for the position of Chief Executive Officer (CEO). The maximum age limit is 58 years at the closing date of application. The appointment will be on a performance-based contract for three (03) years, extendable at the discretion of the Board of Directors.

Position Overview

The CEO of NPPMCL shall oversee the management of the Company's power generation operations through:

  1. Strategic leadership and direction in line with the Company's vision and goals.
  2. Proactive introduction of innovative measures to make operations more efficient, in accordance with applicable regulatory frameworks.
  3. Ensuring robust governance through proactive management of stakeholder and management concerns.
  4. Fostering a culture of transparency, accountability and continuous improvement within the Company.

Key Responsibilities

  1. Ensuring smooth operations and maintenance of the power plants.
  2. Developing and implementing an effective business plan which is aligned with the government's energy policies, in consultation with NPPMCL's management and the Board of Directors.
  3. Liaising with the Ministry of Energy, NEPRA, CPPA-G, and other parties to maintain active communication with relevant stakeholders, and ensuring keen governance and oversight of the Company's matters.
  4. Implementation of policy decisions of government bodies.
  5. Ensuring timely and efficient reporting to, and implementation of directions received from, the Board of Directors.
  6. Overseeing operational expenditures.
  7. Proactively identifying and mitigating any financial, operational, and legal risks to the Company.
  8. Developing and executing efficient HR strategies.

Minimum Qualification

The candidate must possess one of the following:

  1. A graduate degree from a well reputed institute duly recognised by the HEC in any of the following disciplines:
    • Business Administration; or
    • Public Administration; or
    • Finance; or
    • Commerce; or
    • Marketing; or
    • Engineering (Electrical/Electronics/Mechanical/Mechatronics) registered with the Pakistan Engineering Council; or
    • Equivalent to any of the foregoing disciplines.
  2. Be a member of a recognized body of professional accountants.

Minimum Experience

The candidate must possess demonstrated experience at senior management level of not less than ten (10) years in one of the following:

  1. In governance or business administration or finance or commerce or marketing or any other field relevant to the job in well-known organizations with commercial/industrial orientation; or
  2. As Chief Executive or at a senior management level in similar organizations that have commercial attributes; or
  3. At the level of member of governing body of a professional institute or as a head of department.

Other Requirements

  1. The candidate must comply with the Fit and Proper Criteria prescribed under Schedule-IV of the State-Owned Enterprises (Governance and Operations) Act, 2023.
  2. The candidate should possess strategic foresight, regulatory acumen, and excellent communication and inter-personal skills.
  3. The candidate should have strong leadership, team building, change management skills, and demonstrate potential for achievement of performance targets.
