Pakistan Single Window (PSW) is a national government initiative under the Ministry of Commerce, Government of Pakistan. PSW is building a unified digital platform for cross-border trade, enabling seamless data and document exchange between traders, shipping lines, customs authorities, and regulatory agencies. The successful delivery of PSW's complex technology programs is central to Pakistan's trade modernization agenda, and program management leadership plays a direct role in achieving that mission.

PSW is hiring a Program Manager II (Job Code: TM 042) based in Karachi, Sindh. This is a full-time, on-site role within the Technology Management department. The Program Manager will lead and mentor project management teams, collaborate with executive leadership on program strategy, oversee a portfolio of complex IT and software development projects, and drive continuous improvement, innovation, and stakeholder alignment across the program lifecycle.

Responsibilities

  • Develop and execute program strategies that align with the organization's goals and objectives
  • Lead and mentor a team of project managers and cross-functional teams, providing guidance, support, and empowerment
  • Collaborate with executive leadership to define program scope, objectives, and success criteria
  • Establish and maintain relationships with stakeholders, clients, vendors, and partners

  • Foster a culture of innovation and collaboration, encouraging cross-functional knowledge sharing
  • Provide strategic insights and recommendations to leadership based on program performance and insights
  • Champion the adoption of best practices, methodologies, and tools across the program management team
  • Collaborate with stakeholders to ensure clear communication and alignment throughout the program lifecycle

Requirements

  • Master's in Project Management / MBA-MIS or Bachelor's degree in Computer Science, Software Engineering, Project Management, or Computer Engineering from HEC recognized University
  • 7-8 years in managing IT and software development projects
  • Extensive experience as a Program Manager, overseeing a portfolio of complex projects
  • Proven leadership skills, including team management, strategic thinking, and vision-setting
  • Excellent communication, negotiation, and stakeholder management abilities
  • In-depth knowledge of program management methodologies and industry best practices
  • Advanced proficiency in project management software, reporting tools, and data analysis
  • PMP or PgMP certification will be preferred
  • Strong financial acumen, including budgeting, financial management, and cost optimization
  • Experience in risk management and proactive problem-solving
  • Demonstrated ability to drive process improvements and optimize program delivery
  • Track record of driving innovation and fostering cross-functional collaboration
