About the Job
The Project Management & Implementation Unit (PMIU), Sindh Early Learning Enhancement Through Classroom Transformation (SELECT), Reform Support Unit (RSU), School Education & Literacy Department (SE&LD), Government of Sindh, invites eligible individuals to express their interest in providing services as Monitoring & Evaluation Specialist (PPS-10). This is an individual consultancy assignment under the World Bank-funded SELECT project with a duration of 08 months, extendable based on performance and project requirements.
The detailed Terms of References (TORs) can be obtained from the office or downloaded from www.rsu-sindh.gov.pk. Expressions of interest must be delivered in written form (in person, by mail, or by e-mail) by on or before 30th June 2026 at 16:00 Hours. The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method under the World Bank Procurement Regulations for IPF Borrowers.

| Monitoring & Evaluation Specialist (PPS-10) | At least, Master's degree or equivalent (sixteen (16) years of education), in Economics/Social Sciences/Statistics/Public Policy/International Development, or a related discipline, from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan. Preference will be given to candidates possessing relevant experience in the education sector and/or public sector projects, which will be considered an added advantage. | Minimum experience requirement of five (5) to eight (8) years in monitoring/evaluation of education sector/human development programmes/projects, after acquiring stipulated qualifications. Key Skills and Competencies
- Strong interpersonal and communications skills, resourcefulness, initiative, tact, and ability to cope with challenging situations.
- Written and oral fluency in Urdu and English language; working knowledge of the Sindhi language will be considered an asset.
- Proficient in using MS Office (Word, Excel, & Power Point).

- A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks, must be submitted.
- The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers July 2016 (revised November 2017, July 2018 and November 2020), setting forth the World Bank's policy on conflict of interest.
- The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrower July 2016 Revised November 2017, July 2018 and November 2020.
- Further information can be obtained at the address below during office hours i.e. 1000 to 1600 hours local time from Monday to Friday.
- Expressions of interest must be delivered in written form to the address below (in person, by mail, or by e-mail) by on or before 30th June 2026 at 16:00 Hours.
- The duration of the assignment is 08 months and it shall be extendable based on the performance and requirement of the project.
- PMIU SELECT, RSU-SE&LD reserves the right to accept or reject any application. Only shortlisted candidates will be contacted.

How to Prepare for This Role

Master's degree or equivalent (16 years education) in Economics, Social Sciences, Statistics, Public Policy, International Development or related field from an HEC-recognized institution. 5 to 8 years M&E experience in education/human development projects required.

Highlight demonstrated experience in logical framework development, sampling design, assessments and surveys, data quality oversight, and serving as project liaison for externally managed evaluations in your CV.
