About the Job

The Project Management & Implementation Unit (PMIU), Sindh Early Learning Enhancement Through Classroom Transformation (SELECT), Reform Support Unit (RSU), School Education & Literacy Department (SE&LD), Government of Sindh, invites eligible individuals to express their interest in providing services as Training Specialist Consultant (C3). This is an individual consultancy assignment under the World Bank-funded SELECT project on a Lumpsum Contract basis, with a duration of 08 months, extendable based on performance and project requirements.

The detailed Terms of References (TORs) can be obtained from the office or downloaded from www.rsu-sindh.gov.pk. Expressions of interest must be delivered in written form (in person, by mail, or by e-mail) by on or before 30th June 2026 at 16:00 Hours. The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method under the World Bank Procurement Regulations for IPF Borrowers.

Qualification and Experience

Training Specialist - C3

At least a Bachelor's degree (Graduation) from a foreign or local university duly recognized by the Higher Education Commission (HEC) of Pakistan.

Preference will be given to candidates possessing relevant experience in the education sector and/or public sector projects, which will be considered an added advantage.

Minimum three (03) years of relevant professional experience in system implementation and operational support, training planning, coordination and field execution, capacity building, and stakeholder engagement. Experience in education sector initiatives and/or public sector projects will be considered an added advantage.

Key Skills & Competencies:

  • Strong training planning, execution, management, and monitoring skills.
  • Effective communication, coordination, and stakeholder management abilities are essential.
  • Good organizational and administrative skills, along with the ability to analyze data and prepare reports, are required.
  • Basic understanding of Management Information Systems (MIS) and other digital tools will be considered an added advantage.

  • A detailed, dated and signed Curriculum Vitae highlighting qualifications and experience in carrying out similar assignments, as well as references for possible checks, must be submitted.
  • The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's Procurement Regulations for IPF Borrowers July 2016 (revised November 2017, July 2018 and November 2020), setting forth the World Bank's policy on conflict of interest.
  • The Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations of the World Bank for IPF Borrower July 2016 Revised November 2017, July 2018 and November 2020.
  • Further information can be obtained at the address below during office hours i.e. 1000 to 1600 hours local time from Monday to Friday.
  • Expressions of interest must be delivered in written form to the address below (in person, by mail, or by e-mail) by on or before 30th June 2026 at 16:00 Hours.
  • PMIU SELECT, RSU-SE&LD reserves the right to accept or reject any application. Only shortlisted candidates will be contacted.

How to Prepare for This Role
