About the Job

Punjab Skills Development Fund (PSDF) is Punjab Government's flagship initiative empowering underprivileged youth through skills training across Pakistan. PSDF is seeking a high-caliber finance professional for the role of Assistant Manager, Business Controls & Reporting at Grade 3. Reporting to the Manager Finance, this role sits at the heart of PSDF's financial governance, project budgeting, and donor compliance functions.

Key Responsibilities

Financial Planning & Budgeting

  • Lead development of detailed project budgets, financial models, and cost estimates aligned with program objectives
  • Prepare accurate financial forecasts and cash flow projections for ongoing and pipeline projects
  • Conduct financial feasibility analyses to support strategic decision-making

Financial Controls

  • Monitor expenditures against approved budgets and flag variances in real time
  • Ensure donor compliance and strict adherence to organizational financial policies
  • Identify financial risks proactively and recommend mitigation strategies to management

Reporting & Analysis

  • Prepare weekly, monthly, quarterly, and annual financial reports for management and board
  • Develop management dashboards and KPIs for performance tracking across business units
  • Conduct variance analyses with actionable recommendations for corrective action

Business Partnering

  • Serve as finance focal person for assigned business units throughout project lifecycles
  • Provide financial guidance and advisory support to program and operations teams
  • Support evaluation of strategic initiatives with financial modeling and scenario analysis

Donor Compliance

  • Ensure adherence to donor-specific financial requirements, covenants, and reporting standards
  • Prepare and support donor-required financial reports within defined timelines
  • Monitor funding utilization compliance across all donor-funded programs

Data Analysis & Stakeholder Coordination

  • Conduct financial trend analysis and scenario modeling to identify efficiency improvements
  • Coordinate with multiple departments to consolidate financial information for reporting
  • Support internal and external audits and maintain comprehensive project financial records

Eligibility Criteria

Education

  • CA (Inter), ACCA, ACMA, MBA Finance, M.Com, or BBA (Hons) Finance from a recognized institution

Experience

  • Minimum 5 years in financial planning, budgeting, project finance, management reporting, or business finance
  • Preferred: Development sector, public sector projects, or donor-funded program experience
  • ERP systems (SAP preferred), MS Excel, and financial modeling proficiency required

Required Skills

  • Financial Planning & Analysis (FP&A) and budgeting expertise
  • Strong proficiency in ERP/SAP systems and advanced MS Excel
  • Donor compliance, financial reporting, and project financial management
  • Analytical mindset with strong problem-solving and communication abilities

Expert Tips

  • Donor-funded project experience is your biggest competitive advantage. PSDF manages funding from multiple donors including international development partners. Candidates who explicitly name the donor programs they worked on (World Bank, DFID, EU, USAID etc.) and describe their compliance reporting experience will be prioritized in shortlisting over generic finance candidates.
  • SAP proficiency should be stated explicitly, not implied. The job description specifically mentions SAP as preferred ERP. If you have SAP experience, name the modules you used (SAP FI, CO, MM, etc.) and the context. Candidates who just write 'proficient in ERP' will rank lower than those who specify SAP experience.
  • Post-qualification experience is measured strictly from your degree or professional qualification date. All 5 years must be post-qualification. For CA (Inter) or ACCA holders, experience during articleship may or may not qualify depending on PSDF's HR policy, so structure your CV to clearly show 5 full years of post-qualification independent work.
  • Management dashboards and KPI development should be highlighted separately. Most finance CVs focus on bookkeeping and reporting. PSDF is looking for someone who has built dashboards for senior management. If you have created Excel-based or Power BI dashboards for leadership teams, dedicate a line to it with specifics on the audience and metrics tracked.
