How to Prepare for This Role
The Assistant Director (Procurement) (BPS-17) position at MNS University of Agriculture Multan is a regular administrative role requiring expertise in procurement and audit functions within a public sector university environment. The post carries two qualification routes: a Master's degree with one year of relevant experience in Scale-16, or a Bachelor's degree with three years of experience in audit and accounts with procurement exposure in Scale-16 or equivalent. The selection process involves document shortlisting followed by an interview. The four areas below reflect what the committee will assess most closely.
There are two qualification routes for this position. Option A requires a Master's degree (at least 2nd division) with one year of experience in Audit and Accounts preferably in Procurement in Scale-16 in a University or a Government or Semi-Government Organization. Option B requires a Bachelor's degree (at least 2nd Division) with three years of experience in Audit and Accounts preferably in Procurement in Scale-16 or equivalent in a Government or Semi-Government Department. In the interview, be clear about which route you are applying under and bring full documentary evidence. For both routes, experience in Scale-16 or its equivalent is specifically mentioned, so ensure your experience certificates clearly state your pay scale, designation, dates of service, and the nature of procurement or audit duties performed.
If your experience was in a position equivalent to Scale-16 in a private or autonomous institution, attach a letter from your employer confirming the equivalence of grade or pay band. The qualification states "or equivalent" which broadens eligibility, but this must be documented clearly so shortlisting officers can verify it.
The title specifies Procurement, so the interview panel will test your knowledge of public procurement rules and processes. Be familiar with the Public Procurement Regulatory Authority (PPRA) Rules 2004 and Punjab Procurement Rules, as these govern purchasing in public sector universities in Pakistan. Be ready to explain the full procurement cycle: preparation of specifications, floatation of tenders, evaluation of bids, award of contracts, and post-contract management. If you have direct experience drafting bid documents, preparing comparative statements, or managing vendor registration and purchase orders in a public sector setting, prepare specific examples. Candidates with procurement experience specifically in a public sector university are better positioned as the qualification states this as a preference.
The qualification mentions Audit and Accounts as the primary experience area, with procurement as a preference. If your experience is primarily in audit and accounts with secondary exposure to procurement, present both aspects in the interview. Show how your audit background gives you the ability to verify procurement compliance and financial accuracy in purchasing functions.
As an Assistant Director (Procurement) in a public sector university, you will be expected to work within the University's financial and administrative framework. The interview may include questions on record-keeping practices, preparation of purchase orders and supply contracts, management of quotation files and comparative statements, and coordination with the Finance and Accounts department to ensure timely payment processing. Familiarity with audit objections that arise in procurement functions and how to prevent or respond to them will demonstrate maturity for a BPS-17 supervisory role. Be prepared to discuss how you would manage relationships with suppliers, maintain transparency in the procurement process, and ensure documentation is complete and audit-ready at all times.
If you are currently in service, apply through the proper channel and submit a NOC from your employer. Annual Confidential Reports (ACRs) for the last five years may also be required. Initiate the NOC and ACR collection process immediately after submitting your online application, as these documents can take considerable time to arrange from government departments.
For non-teaching positions, the University requires two complete sets (dossiers), each containing attested copies of all certificates, degrees, testimonials, detailed marks certificates, experience certificates, and the Original Bank Draft of Rs. 3,500/-. Incomplete applications will not be entertained and applications received after the due date will not be accepted. Prepare both dossier sets well in advance of the 22nd July 2026 hard form deadline. Verify every document is properly attested and organized consistently across both sets. The online application must be submitted by 20th July 2026, and the hard form dossiers must reach the University by 22nd July 2026.
