About the Job
The Government of Balochistan has received a Project Readiness Financing (PRF) loan from the Asian Development Bank for the Feasibility Study and Detailed Engineering Design for a Sustainable Bus Rapid Transit (BRT) Network in Quetta, Balochistan. The Balochistan Traffic Engineering Bureau intends to hire the services of an Individual Consultant for the position of Procurement and Contract Management Specialist under this PRF loan from ADB.

Required Qualifications and Experience
- A nationality of Pakistan, or legally reside in Pakistan (for the whole assignment duration)
- A university degree in law, civil engineering, business administration or a related field
- A minimum of 10 years of professional experience in procurement within the public sector and/or private sector including preparation and evaluation of bid documents, and contracts
- Demonstrated experience in procurement processes of Multilateral Development Banks. Prior experience with ADB is required
- Comprehensive knowledge of ADB's Procurement Policy and Directives, as well as applicable government laws and procedures
- Prior experience of preparing Strategic Procurement Planning (SPP) as per ADB's Guidance Note, or similar procurement assessment in accordance with the relevant policies of other MDB's or IFIs, is highly desirable
- A broad understanding of key aspects and procurement requirements for BRT systems and other urban transport projects will be considered an advantage
