About CMIT

The Chief Minister Inspection Team (CMIT), Government of Balochistan, has announced high-level, lucrative contractual vacancies for senior engineers and technical experts. CMIT is engaging 05 specialized engineers to conduct rigorous Third Party Validation (TPV) of ongoing and completed Public Sector Development Programme (PSDP) projects across the province.

The primary purpose of this initiative is to meticulously evaluate PC-1 and allied project documents, ensuring all PSDP schemes strictly conform to approved PC-I designs, engineering technical specifications, and established quality and quantity benchmarking, thereby effectively addressing potential implementation constraints.

Position Matrix & Eligibility Criteria

All applicants must satisfy the designated qualification and professional experience thresholds:

1. Team Lead / Senior Engineer (Civil/Infrastructure) โ€” 01 Post

  • Academic Qualifications: MS in Civil Engineering.
  • Required Experience: Minimum 15 years of post-qualification experience in infrastructure planning & construction management.
  • Preferred Asset: 03 years of dedicated monitoring & implementation oversight of TPV or public sector projects.

2. Civil Engineer / Mid-level Engineers (Buildings & Infrastructure)

  • Academic Qualifications: BS / BE in Civil Engineering.
  • Required Experience: Minimum 05 years of post-qualification experience in a relevant engineering discipline focused on buildings & infrastructure.
  • Preferred Asset: 01 year of monitoring & implementation oversight of TPV or public sector projects.

3. Civil Engineer / Mid-level Engineers (Roads & Allied Infrastructure)

  • Academic Qualifications: BS / BE in Structural Engineering.
  • Required Experience: Minimum 05 years of post-qualification experience in a relevant engineering discipline encompassing roads, highways & bridges.
  • Preferred Asset: 01 year of monitoring & implementation oversight of TPV or public sector projects.

4. Civil Engineer / Mid-level Engineers (Irrigation & Water Resources)

  • Academic Qualifications: BS / BE in Water Resources / Hydrology.
  • Required Experience: Minimum 05 years of post-qualification experience in a relevant engineering discipline within water-sector projects.
  • Preferred Asset: 01 year of monitoring & implementation oversight of TPV or public sector projects.

5. Electrical / Electronics Engineer (Energy Sector)

  • Academic Qualifications: BS / BE in Electrical Engineering.
  • Required Experience: Minimum 05 years of post-qualification experience in a relevant engineering discipline and projects.
  • Preferred Asset: 01 year of monitoring & implementation oversight of TPV or public sector projects.

Project Duration & Competitive Pay Packages

The appointment is purely temporary and project-driven, offering top-tier consulting remuneration packages in Pakistan's public sector:

  • Contract Duration: 3โ€“6 Months (Likely extendable subject to satisfactory individual performance).
  • Team Lead / Sr. Engr. Monthly Package: Rs. 700,000 (Pay) + Rs. 200,000 (Logistics) per month (Subject to monthly satisfactory performance).
  • Support Engineers Monthly Package: Rs. 500,000 (Pay) + Rs. 200,000 (Logistics) per month (Subject to monthly satisfactory performance).
  • Operational Logistics Note: Selected engineers will be completely responsible for their own office set up, transport, fuel, TA/DA, and field equipment. No government vehicles will be provided.

Scope of Work & Project Deliverables

Engineers will operate under a structured technical mandate to protect public infrastructure integrity:

Core Scope of Work:

  • Evaluate PC-1 documents (including BOQ, technical specifications, and contract documents) for soundness and complete regulatory compliance.
  • Chalk out and implement a comprehensive field methodology and workplan for systematic data collection and reporting.
  • Proactively identify discrepancies, cost overruns, timeline delays, and underlying technical deviations from baseline designs.
  • Recommend definitive corrective actions backed by sound technical justifications.

Key Deliverables:

  • Strengthen the overarching CMIT technical oversight capabilities for TPV operations.
  • Execute rigorous sectoral scrutiny of selected provincial PSDP schemes.
  • Furnish a comprehensive methodology and workplan incorporating all relevant engineering details.
  • Validate the quality, quantity, compliance, and structural integrity of ongoing field works.
  • Assist in intensive desk reviews, physical site inspections, and structured technical reporting cycles.

Critical Requirements & Important Notes

  1. Age Bracket: The upper age limit for all applicants is a maximum of 65 years of age.
  2. Merit Selection: The applicants will be selected strictly on an open merit basis.
  3. Regularization Boundary: This assignment is project-specific and shall not confer any rights of regularization or permanent appointment within the civil service.
  4. Mobility Expectation: Incumbents must possess the physical field capacity and complete readiness to travel extensively into the interior of Balochistan for scheme validation.
  5. Confidentiality Mandate: Selected engineers shall maintain strict confidentiality of all findings and reports, which remain the absolute ownership and property of CMIT. Both parties commit to acting in good faith and resolving any subsequent disputes through mutual consultation.
  6. Cancellation Rights: CMIT reserves the absolute right to cancel the recruitment process partially or fully, without assigning any reasons.
  7. Whistleblower Protection: Technical findings and professional observations submitted in good faith by incumbents shall not attract adverse administrative consequences.

Required Eligibility Documents

Interested professionals must compile an application portfolio containing:

  • An updated CV along with CNIC copy & attested academic credentials.
  • Clear evidence of prescribed practical field experience.
  • Valid PEC Registration Certificate (where applicable).
  • Documented proof of prior TPV/monitoring experience in Govt/Semi-Govt/IDO environments (preferred).
  • Recent passport-size photographs & supporting documents.
  • Preferably, concrete evidence of having completed similar projects of monitoring, validation & implementation oversight functions in Government, Semi-Government, or International Development Organizations.
