IOM Pakistan seeks an experienced Training Consultant to strengthen institutional capacity in combating trafficking in persons (TIP) and smuggling of migrants (SOM). This 10-month consultancy supports Pakistan's National Action Plan through designing and delivering specialized trainings for TIP Coordination Committees and service delivery sectors. You will create comprehensive training modules and facilitate eight workshops addressing child protection, victim interviewing, return counseling, and case management approaches using IOM's established toolkits. Your work will enhance survivor-centered, gender-responsive responses across government agencies and civil society organizations, directly advancing Pakistan's strategic framework to prevent exploitation and protect vulnerable migrants.
Key Responsibilities
- • Develop comprehensive inception report detailing training methodology, timelines, and detailed workplan within one month of contract initiation
- • Design two specialized workshops for TIP Coordination Committees addressing roles, referral pathways, inter-agency coordination, and case tracking procedures
- • Create detailed training modules for six service delivery sector trainings covering child protection, victim interviewing and return counseling, and case management approaches
- • Produce participant manuals, presentation materials, practical exercises, and assessment tools aligned with IOM's Return Counseling Toolkit and Case Management Guidelines
- • Deliver all eight training sessions (2 workshops + 6 trainings) over 7-8 months according to approved schedule
- • Ensure all trainings incorporate survivor-centered, gender-responsive, and child-safeguarding standards consistent with Do No Harm principles
- • Facilitate TIP Coordination Committee workshops to identify coordination gaps and propose practical institutional solutions
- • Conduct pre- and post-training assessments to measure knowledge gains and evaluate training effectiveness
- • Compile comprehensive final report analyzing training outcomes, participant feedback, knowledge improvements, and recommendations
- • Maintain sex-disaggregated participant database and document case studies and supplementary training resources
- • Coordinate with government departments and civil society organizations for participant nominations and engagement
- • Submit full training packages including facilitator guides, exercise materials, and raw assessment data
Requirements
- ✓ Minimum 5 years of verified experience in capacity-building and training delivery
- ✓ Demonstrated expertise delivering trainings utilizing IOM's Return Counseling Toolkit
- ✓ Demonstrated expertise applying IOM's Case Management Guidelines in training contexts
- ✓ Proven experience working with government coordination mechanisms and institutional stakeholder engagement
- ✓ Strong command of Pakistan's Trafficking in Persons and Smuggling of Migrants legal frameworks
- ✓ Documented track record producing quality training materials, curricula, and analytical reports
- ✓ Demonstrated integration of gender sensitivity and cultural awareness in content development
- ✓ Advanced facilitation and curriculum design capabilities
- ✓ Professional report-writing and technical documentation skills
- ✓ Experience collaborating with UN agencies, international NGOs, and national stakeholders across Pakistan
- ✓ Fluency in English (speaking, reading, and writing)
- ✓ Fluency in Urdu (speaking, reading, and writing)

Education
