About the Job

Institute of Space Technology (IST) Islamabad invites applications from qualified candidates for the position of Deputy Director (HR) on a contract basis. IST is an Islamabad-based institution and all practical tests/interviews will be conducted at the IST Islamabad campus only. The initial contract period is two (02) years, extendable on performance basis.

  • BBA (04 years degree) or equivalent degree (04 years degree) in 1st division, with major/specialization in HR/HRM.

Important Information / Application Guidelines

  1. All qualifications should only be from the Boards of Intermediate and Secondary Education / Technical Education recognized by the Federal / Provincial / AJK Governments and well reputed universities / institutions recognized by the HEC, as applicable.
  2. First class in final degree is mandatory. Only one second class / division in the entire academic career from matric onwards is allowed. First class / division means a minimum of 60% marks for annual system or a minimum CGPA of 2.5 out of 4.0 for semester system. Second class / division means a minimum of 50% marks for annual system or a minimum CGPA of 2.0 out of 4.0 for semester system.
  3. No third division/class (marks less than 50% in annual system or CGPA less than 2.00/4.00 in semester system) in the entire academic career is allowed.
  4. All posts are Islamabad based. Practical Test/Interviews will be conducted at IST, Islamabad campus only.
  5. Applications with academic qualifications/degrees and experience in the relevant field will be considered only.
  6. Age will be calculated on the closing date of applications. Ex-Govt. officials / Ex-servicemen who fulfill the eligibility criteria may be granted age relaxation as per Govt. rules.
  7. Candidates selected will be offered an initial contract for a period of two (02) years (extendable).
  8. Ex-Govt. officials / Ex-servicemen should submit attested copies of their release/retirement order and Last Pay Certificate (LPC) duly verified from the concerned authority.
  9. Serving Employees of Govt. / Semi Govt. / Autonomous organizations should submit a No Objection Certificate (NOC) from their respective organizations regarding permission to apply.
  10. Serving Regular Employees of Govt. / Semi Govt. / Autonomous organizations will not be appointed on deputation / EOL. In case of selection, the applicant will be required to tender resignation from regular service.
  11. Applicants can apply for one post only.
  12. Compliance to eligibility criteria does not guarantee shortlisting for practical test (if required) / interview.
  13. Late/Incomplete applications and those submitted without attested copies of complete academic and experience documents will not be processed further.
  14. No TA/DA will be admissible for appearing in the practical test (if required) / interview.

How to Prepare for This Role

The Deputy Director (HR) position at IST Islamabad is an EBPS-18 contract role requiring an MBA or BBA (4 years) in HR/HRM (1st division) with 6 years of post-qualification experience. IST is a public sector autonomous university with faculty, administrative staff, and contract employees across multiple pay structures. The HR department manages the full employee lifecycle in a government regulatory environment. The four areas below outline what the selection panel will assess most closely.

1MBA/BBA in HR/HRM (1st Division) and 6 Years Post-Qualification Experience

Your MBA or BBA (4 years) must have a major/specialization specifically in HR or Human Resource Management (HRM) from an HEC recognized university. The degree must be in 1st division (minimum 60% in annual system or CGPA 2.5/4.0 in semester system). Ensure your academic record from matric to your final degree shows first class in the final degree, only one second class at any level, and no third division anywhere. Bring originals and attested photocopies of all marksheets from matric onwards. For experience, you need 6 full years of post-qualification HR work. Experience certificates must be on employer letterhead, state your designation and specific HR responsibilities, and clearly cover the required time period. Certificates that state only title and duration without describing HR functions will be weaker at the scrutiny stage.

Tip
If your degree says MBA with HR as a secondary specialization (dual major), confirm your transcript explicitly lists HR/HRM as a declared major. The panel may ask to see the relevant courses from your transcript. A degree that only includes one or two HR electives may not meet the major/specialization requirement.
2HR Operations: Recruitment, Performance Management, Policy and Compliance

Be prepared to describe your end-to-end experience across core HR functions: workforce planning and recruitment, job evaluation and grading, onboarding and orientation, performance appraisal systems, disciplinary proceedings and appeals, training and development programs, compensation and benefits administration, HR policy formulation, and staff record management. At EBPS-18 level, the panel will expect you to demonstrate that you have managed these functions with a degree of autonomy and have advised senior management on HR matters. Experience handling confidential employee matters, supporting academic recruitment panels, and managing service record and leave management in a public sector or university environment will be directly relevant.

Key Point
IST has both academic (faculty) and administrative (non-faculty) HR streams, and its staff includes contract employees and government-rule-governed staff. Candidates with experience managing HR in both streams simultaneously, or in another autonomous body governed by government service rules, will have the strongest fit.
3HR in Government or Autonomous Body Environment

HR management in a public sector autonomous institution involves compliance with government service rules, establishment codes, pay and pension policies, and approval hierarchies distinct from the private sector. Be ready to discuss your familiarity with Government Servants Conduct Rules, Efficiency and Discipline Rules, General Financial Rules as they apply to HR expenditure, and the procedures for seeking approval from governing bodies or higher authorities for appointments and promotions. If you have prepared service structure proposals, framing of service rules for an institution, or advised on contract terms for government-regulated organizations, describe these experiences in the interview. Awareness of HEC norms for faculty service structures and administrative pay scales at public sector universities will also be an advantage.

Tip
Prepare two structured examples of HR situations you handled in a public sector or autonomous body: one involving a recruitment or selection challenge and one involving a disciplinary or service rules matter. Frame each with the situation, your role, the process you followed, and the outcome. This directly demonstrates EBPS-18 level HR competency.
