Punjab Municipal Development Fund Company (PMDFC) is seeking a Deputy Program Officer (Procurement) to support procurement operations in Multan. This position is based in Multan and requires expertise in procurement of works, goods, and services. The role involves working with public sector entities, donor agencies, and regulatory frameworks to ensure compliance with PPRA rules and World Bank procurement guidelines.

Key Responsibilities

  • Manage procurement of works, goods, and services according to PPRA rules and World Bank guidelines
  • Develop advertisements, Expressions of Interest (EOIs), and Request for Proposals (RFPs)
  • Prepare comprehensive bidding documents and evaluation criteria
  • Coordinate with public sector entities and donor agencies
  • Ensure compliance with regulatory framework and PEC requirements
  • Review and approve procurement documentation
  • Liaise with relevant government departments and contractors

Requirements

  • 16 years of education or higher degree in Engineering/Commerce/Business/Management studies
  • Minimum 4 years of post-qualification experience in procurement
  • Thorough understanding of PPRA rules and World Bank procurement guidelines
  • Knowledge of PEC (Pakistan Engineering Council) requirements
  • Experience developing advertisements, EOIs, RFPs, and bidding documents
  • Prior working experience with public sector entities
  • Familiarity with donor agencies and regulatory framework
  • Maximum age limit: 45 years (may be relaxed for exceptionally qualified candidates)
