About the Job
The Ministry of Information Technology and Telecommunication (MoITT), Government of Pakistan is seeking a highly qualified and experienced professional for the role of Director ITU & United Nations (MP-III). This is a senior leadership position responsible for leading Pakistan's engagement with the International Telecommunication Union (ITU) and United Nations agencies on matters of ICT governance, digital development, telecommunications policy, and international cooperation. The role is contractual and based in Islamabad.

Key Responsibilities
- Lead and coordinate Pakistan's engagement with the International Telecommunication Union (ITU) and its subsidiary bodies including the Radiocommunication Sector (ITU-R), Standardization Sector (ITU-T), and Development Sector (ITU-D)
- Represent Pakistan at international ICT forums, conferences, and multilateral negotiations including WRC, WTSA, WSIS, and UN General Assembly sessions
- Develop, review, and align national ICT policies with international standards, ITU frameworks, and UN digital development agendas
- Manage large-scale digital transformation initiatives, SDG-related ICT programs, and bilateral/multilateral technology cooperation projects
- Mobilize international grants, technical assistance programs, and donor funding from ITU, UNDP, World Bank, and bilateral partners for Pakistan's ICT sector
- Conduct research, benchmarking, and analytical assessments of global ICT trends and their implications for Pakistan's digital economy
- Coordinate high-level stakeholder engagement with diplomats, senior government officials, UN representatives, and private sector technology leaders
- Draft position papers, policy documents, technical reports, and official correspondence for international forums and intergovernmental processes
- Manage Pakistan's contributions to ITU work programs, study groups, and regional initiatives for the Asia-Pacific region
- Coordinate with federal ministries, PTA, PMDA, telecom operators, and technology companies on matters of international ICT governance
Eligibility Criteria
Education
- Option A: PhD in Electrical Engineering, Electronics Engineering, Computer Engineering, Telecommunications Engineering, Computer Science, Information Technology, ICT-related disciplines, Public Policy, International Relations, Economics, Business Administration, or related field
- Option B: Master's Degree in any of the above fields
- Over 200 eligible degree programs are recognized including BS/MS Computer Science, MBA variants, PhD programs, and specialized ICT certifications

Experience
- PhD holders: Minimum 6 years of relevant experience

- Resource mobilization must be quantified with donor names and amounts. The job explicitly requires international donor engagement and grant mobilization. If you have secured funding from ITU, UNDP, World Bank, GIZ, USAID, or bilateral donors for ICT projects, state the funding amount (even as a range), the donor agency, the project purpose, and the implementation outcomes. This is a rare and highly valued capability at this level.
- MP-III is a senior executive grade and your CV must reflect that seniority throughout. MP-III positions in federal ministries are reserved for candidates who have operated at the decision-making level for sustained periods. Whether your qualifying pathway is PhD plus 6 years or Master's plus 10 years, your CV should demonstrate progressive seniority, leadership of teams or divisions, representation at the national or international level, and measurable impact on policy or institutional outcomes.
