The Ministry of Planning, Development & Special Initiatives invites applications from highly accomplished, visionary, and senior-level professionals for the prestigious leadership role of Project Director (FPMU - IFRAP). The selected executive will spearhead the Federal Project Management Unit (FPMU) and bear ultimate responsibility for the execution, monitoring, and strategic management of this vital multi-million dollar, foreign-funded climate resilience initiative.

Key Responsibilities & Core Mandate

The Project Director will manage the complete operational lifecycle of the project, including the following programmatic areas:

• Project Management & Execution: Supervise, administer, and execute the end-to-end operational activities of the IFRAP national portfolio.
• Financial & Budgetary Control: Manage project planning, rigorous administration, multi-sector procurement operations, and complex budgetary allocations.
• Annual Work Plans: Oversee the formulation, strategic preparation, implementation, and evaluation of comprehensive annual work plans.
• Stakeholder Coordination: Lead high-level coordination and negotiations with international financial institutions (IFIs), federal government bodies, provincial governments, and key non-government stakeholders.
• Monitoring & Evaluation: Implement performance tracking, regular internal data assessment, and effective reporting mechanisms to satisfy both state and World Bank oversight requirements.

Required Eligibility Criteria

1. Educational Qualifications

Candidates must possess one of the following qualifications obtained from an institution recognized by the Higher Education Commission (HEC) of Pakistan:

• Master’s Degree or a 4-Year BS Degree in:
• Project Management
• Business Administration
• Public Policy
• International Relations
• Rural Development / International Development
• Political Science
• Law
• Development Management
• Social Sciences / Management Sciences
• Or any other relevant discipline.

2. Professional Experience Requirements

• Minimum Experience: At least 15 years of progressive professional experience acquired at the international, national, or provincial level.
• Specialized Experience: Demonstrated, hands-on track record in successfully managing Public Sector Development Programme (PSDP) projects and/or foreign-funded large-scale developmental initiatives.
• Core Competencies: Strong familiarity with formal project management methodologies, coupled with advanced skills in negotiation, strategic coordination, and institutional dialogue across complex regulatory bodies.
