About the Job
The NFC-IEFR Board invites applications from highly qualified, dynamic, and competent professionals or educationists for appointment as Director for a term of three years. The Director shall serve as the executive and academic head of the institute, stationed at the Faisalabad campus on a full-time basis. In this capacity, the Director is responsible before the Board of Directors (BoD) of NFC-IEFR as per the applicable law. The institute is a modern educational and research entity focused on industry-aligned Engineering and Technology programs in affiliation with the University of Engineering & Technology, Lahore.
Qualifications
- Academic Background: An advanced qualification (PhD) in Engineering, Natural Sciences, Computer Science, or Administrative/Management Sciences from a university or Degree Awarding Institute (DAI) recognized by the Higher Education Commission (HEC) of Pakistan.
- Research Excellence: A minimum of 15 publications in impact factor or HEC-recognized journals. It is preferable that at least five of these publications were produced within the last five years.
- Governance Standards: The candidate must meet the Fit & Proper Criteria under the SECP Public Sector Companies (Appointment of CEO) Guidelines, 2015.
- Legal Acumen: A clear understanding of statutory duties, fiduciary responsibilities, and corporate governance obligations of a Chief Executive under the Companies Act, 2017, along with the ability to work with Government shareholders, Boards, regulators, and key stakeholders.
Experience
- Professional Standing: Minimum of ten (10) years of managerial experience in higher education institutions or nationally reputed regulatory/accreditation bodies, including organizations engaged in education policy, research, and development.
- Leadership Role: Out of the required 10 years, at least three (3) years must be in a senior leadership role (C-suite level), such as Managing Director, Chief Executive Officer, Director General, or Director.
- Age Limit: The upper age limit is 55 years (relaxable by two years by the competent authority on recommendation of the Selection Board).
Terms of Reference & Instructions
- Documentation: Only qualifications and experience supported by attached documentary proof will be considered.
- Application Addendum: Candidates must provide the following details in addition to filling the application form:
- a. Length of Service
- b. Number of Research publications (Mention Impact Factor / Category) / Books / Monographs / Patents.
- c. Academic performance (No. of M.Phil / PhD Produced / Awards / Research grants / HEC best teacher award).
- d. Post-PhD Qualification.
- e. Administrative experience.
- f. Foreign degree holders must provide equivalence certificate issued by the HEC.
- Concept Paper: Applicants are required to submit a 2-3 page Concept Paper detailing an actionable vision for NFC-IEFR. Focus areas include financial sustainability, academic excellence, digital innovation, and global ranking strategies.
- Professional Conduct: Submissions must be formal, results-oriented, and demonstrate clear policy coherence.
- Application Submission: Applicants should submit applications along with photocopies of testimonials, research work/publications (first page), 1x1 photograph, and certificates of distinction on the prescribed form.
- Current Employees: Those in service should apply through the proper channel by the due date and submit service certificates issued by their present and former employers.
- Transparency: Candidates should submit a separate list of attached documents with signature.
- Verification: In-case any educational document or any other document provided by the applicant is found incorrect/fake at any stage, the candidate will be disqualified immediately.
- Discretion: The Institute reserves the right to cancel or not to fill the advertised post without assigning any reason. Incomplete or late applications shall be rejected without intimation.
