Pakistan Single Window (PSW) is a government-led national initiative operating under the Ministry of Commerce, Government of Pakistan. PSW is digitalizing and streamlining cross-border trade processes by providing a unified platform for trade data and document exchange among traders, businesses, and government agencies. A core pillar of PSW's mandate is transforming Pakistan's transit trade ecosystem, including TIR (Transports Internationaux Routiers) operations, to align with international best practices and reduce trade costs.
PSW invites applications for the role of Transit & TIR Ecosystem Transformation Advisor (Job Code: DM 0040), based in Karachi, Sindh. This is a contract, on-site role within the Domain Management department. The Advisor will conduct deep diagnostics of existing transit and TIR-related systems, design integrated digital solutions, develop business process flows, and prepare implementation roadmaps to modernize Pakistan's multimodal transit trade infrastructure.

Responsibilities
- Conduct situational analysis of existing transit and TIR-related processes including technical, legal, IT, regulatory, and governance frameworks
- Document current operational workflows across border posts, seaports, airports, and inland cargo processing points
- Analyze system infrastructure, ICT assets, and information/data requirements utilized across transit trade operations
- Perform detailed gap analysis by comparing existing processes with international transit trade best practices and standards
- Conduct consultations with public-sector stakeholders, private operators, carriers, terminal operators, shipping lines, traders, and regulatory bodies
- Develop stakeholder mapping matrix outlining roles and responsibilities across the transit value chain
- Design integrated transit and TIR system covering key operational components including registration, documentary compliance, payments, guarantee management, monitoring, and cross-border processing
- Develop 'As-Is' and 'To-Be' business process flows for multimodal transit operations
- Recommend legal, governance, financial, and operating business models for system implementation
- Prepare implementation roadmap including technology architecture, resource requirements, funding options, timelines, and risk mitigation measures
- Develop monitoring and reporting mechanisms for transit trade operations and performance management
- Prepare technical reports, working papers, and stakeholder presentations to support implementation and change management initiatives
- Perform other tasks as assigned with reference to or in addition to term of references
Requirements
- Bachelor's degree in Computer Science, Information Technology, Systems Engineering, Logistics Management, or a related discipline
- Minimum 3-5 years of experience in transit trade systems, multimodal logistics operations, or TIR implementation frameworks
- Demonstrated experience in conducting system diagnostics, gap analysis, and process reengineering of logistics or transit systems
- Experience in port operations, trade facilitation systems, or cross-border logistics processes preferred
- Experience in ICT-enabled trade or transit system implementation will be an added advantage
- Working knowledge of international transit conventions and intermodal trade procedures
- Proficiency in data analysis, process mapping, and enterprise system design methodologies
