The Planning Commission, Ministry of Planning, Development & Special Initiatives, Government of Pakistan, is seeking dynamic professionals to fill a key leadership position as Member (Energy). Qualifications, Eligibility, and Shortlisting Criteria

Educational Background

  • Ph.D or Master’s degree in:
  • Petroleum Geology / Geology with specialization in Coal Resources
  • Gas Reservoir
  • Chemical Engineering
  • Energy Engineering
  • Mechanical Engineering
  • Materials Engineering
  • Electrical (power) Engineering
  • Mining Engineering with subject specialization in the relevant field.

Required Experience

  • For Ph.D Holders: At least 14 years of experience, including 5-8 years of managerial/administrative experience at a policy-making level.
  • For Master’s Degree Holders: At least 18 years of experience, including 5-8 years of managerial/administrative experience at a policy-making level.

Terms of Reference (TORs) / Job Description

  • Promote and introduce innovation and technological interventions to modernize the energy sector by prioritizing public sector investment for addressing energy sector losses and the supply of sustainable and affordable energy.
  • Technical appraisal, review, monitor, and evaluate energy sector projects/programs and guide and advise implementing agencies in prioritizing sectoral investment/projects/programs, policies, regulations, and standards while considering alternative options, the impact of international pricing, trade, foreign investment, and the supply and demand for energy.
  • Coordinate with development partners and assist them in the preparation of Pakistan’s specific country strategy.
  • Participate in CDWP and ECNEC meetings and facilitate forums in the approval process of energy sector development projects/programs as an energy sector expert.
  • Any other assignment assigned by the Prime Minister, Minister for Planning, DCPC, and Secretary PD&SI.

Employment Terms & Benefits

  • Tenure: Initially for a period of two (02) years, further extendable on an annual (yearly) basis up to a maximum of four (04) years, subject to satisfactory performance.
  • Pay Package: SPPS-I SCALE

Expert Tips

  • Experience is calculated from your degree date, not your career start. Government ministries count only post-degree experience. Any work done before your degree was conferred is disregarded entirely, even if energy-sector relevant. Structure your CV with clear employment start and end dates that prove either 14 years (PhD) or 18 years (Master's) of post-degree experience.
  • Explicitly document your policy-making level roles. The 5-8 year managerial requirement is strictly verified. List each senior role with your title, reporting line, and the scope of policy decisions you were responsible for. Vague descriptions will not pass the shortlisting committee.
  • Name specific CDWP/ECNEC engagements. If you have attended these forums in an advisory or technical capacity, state the exact projects, years, and your designated role. Generic claims of government coordination experience carry little weight at this level.
  • Detail your international development partner experience. Experience with World Bank, ADB, USAID, or similar partners should include project names, funding amounts, and your specific responsibilities. A named project is far stronger than a general statement.
  • Government servants must apply through proper channels without exception. Direct submissions from serving officers are routinely rejected at the administrative stage before any technical review. Initiate your NOC process immediately given the tight deadline of 27 June 2026.
