MNS University of Agriculture, Multan (MNSUAM) invites applications from Pakistani Nationals who are not married to a Foreign National for the position of Purchase Officer (BPS-16) on a regular basis. Qualification

  • Bachelor's Degree (at least 2nd division) from a recognized University with 3 year experience preferably one year experiences of procurement in a Govt. or Semi-Govt. Department preferably a Public Sector University.
  • Applications are invited from Pakistani Nationals who are not married to a Foreign National.

General Conditions

  1. The candidates are advised to apply on-line by visiting the website www.mnsuam.edu.pk after reading all terms and conditions (Applications other than On-line shall not be accepted by the University).
  2. Contribution to Pension Scheme shall be a part of initial / direct appointment.
  3. The candidates may apply separately for each post with application fee, who are intended to apply for more than one positions.
  4. Last date to apply ONLINE is 20.07.2026 and to submit the applications in hard form till 22.07.2026 four sets (dossier) for teaching positions and two sets for non-teaching positions with attested copies of all certificates, degrees, testimonials, detailed marks certificates, experience certificates, publications/research, transcripts and Bank Draft.
  5. Original Bank Draft of fee amounting to rupees indicated below, in favour of Treasurer, Muhammad Nawaz Shareef University of Agriculture, Multan: (i) BPS-19 and above: Rs. 5,000/- (ii) BPS-17 and 18: Rs. 3,500/- (iii) BPS-16: Rs. 2,000/-
  6. Age limit: No person who is less than 18 years and not more than 35 years shall be appointed to a post by initial/direct recruitment, to be reckoned as on the last date of advertisement. Relaxation in upper age limit will be considered as per rules.
  7. The female candidates must attach equality/gender statement certificate from Government of Pakistan Commission for Human Rights.
  8. 3% quota is reserved for disabled persons, 5% quota for Minorities (Non-Muslims) and 15% quota for women. Transgender can apply, if eligible for the post advertised for.
  9. Candidates already in service should apply through proper channel/NOC issued by the authority by due date.
  10. The Annual Confidential Reports (ACRs) and forwarding for the last five years may also be required for the candidate.
  11. Applications will be short-listed according to the University prescribed criteria.
  12. The University has the right to increase or decrease the number of posts.
  13. The University reserves the right not to fill or withhold appointment against any post without assigning any reason.
  14. Candidates already on contract/daily basis/removed/dismissed from the service by any of the Government / Semi-Government / Autonomous bodies are not eligible to apply.

1Degree and Experience Documentation

The basic qualification for this position is a Bachelor's degree (at least 2nd division) from a recognized university with three years of experience, preferably with at least one year in procurement in a Government or Semi-Government department. In the dossier and at interview, ensure your degree clearly shows the division obtained and the university is recognized. Your experience certificates must cover the full three years and should clearly state the nature of work performed. Where possible, include certificates that describe procurement-related duties such as managing purchase files, floatation of quotations, preparation of comparative statements, or coordination of supply orders. Candidates with experience in a public sector university are at an advantage, so highlight this prominently if applicable.

Tip
The qualification states "preferably" for both the type of organization and the procurement-specific experience. This means general experience from any government or semi-government department is acceptable, but procurement experience in a public sector university is what the selection committee will rank most highly. If your procurement experience is from a university, make it the first item on your experience summary.
2Procurement Process Knowledge

As a Purchase Officer, the interview will test your familiarity with the standard procurement process in a public sector institution. Be ready to explain how a purchase requisition is raised, how quotations are invited and compared, how a purchase order is issued, and how goods are received and verified against specifications. Knowledge of PPRA (Public Procurement Regulatory Authority) Rules 2004 and Punjab Procurement Rules will be an advantage, as public sector universities in Pakistan are required to follow these rules for all purchases above defined thresholds. You should also be familiar with the concept of a purchase committee, how meeting minutes are maintained, and what documentation is required to support a purchase for internal and external audit purposes.

The panel may ask how you maintain procurement files, what documents are retained for each purchase transaction, and how you handle audit observations related to purchase records. Understanding how to organize purchase registers, stock registers, and comparative statement files is important. If you have experience dealing with internal or external audit during a procurement function, describe how you responded to audit queries and what steps you took to resolve them. This demonstrates both accountability and administrative maturity at the BPS-16 level, which the selection committee will view positively.

Tip
If you are currently in service, apply through proper channel and submit a NOC from your employer along with your dossier by 22nd July 2026. Annual Confidential Reports (ACRs) for the last five years may also be required. Arrange these in advance so the last few days before the deadline are not spent chasing approvals from your employer.
4Dossier Preparation for Non-Teaching Position

For non-teaching positions, the University requires two complete sets (dossiers), each containing attested copies of all certificates, degrees, testimonials, detailed marks certificates, experience certificates, and the Original Bank Draft of Rs. 2,000/-. Note that the fee for BPS-16 positions is Rs. 2,000/-, not Rs. 3,500/-, so ensure the Bank Draft is in the correct amount. Incomplete applications will not be entertained and applications received after the due date will not be accepted. The online application must be submitted by 20th July 2026, and the hard form dossiers must reach the University by 22nd July 2026.
