About the Job
The Special Investment Facilitation Council (SIFC), which is a high-level apex body established by the Government of Pakistan to facilitate investment and accelerate sustainable economic growth, is seeking a qualified and experienced professional for the position of Deputy Manager (DM-I). The role is to assist and support in official legal assignments and project activities, including legal research and analysis, transaction support, deal structuring, contract review, stakeholder coordination, and collaboration with relevant government entities and investors.

Key Responsibilities
- Conduct legal research and analysis relating to investment laws, corporate structures, taxation, land acquisition, licenses, permits, regulatory frameworks, and incentives.
- Assist in interpreting investment policies, applicable laws, and regulatory requirements for potential investors, promoters, and collaborators.
- Support transaction structuring and evaluation of legal and commercial risks relating to strategic investment projects.
- Ensure compliance with applicable laws, rules, regulations, and contractual obligations.
- Assist in providing legal opinions and support on legal matters to Govt/SIFC and other stakeholders.
- Assist in drafting, reviewing, and vetting Memorandums of Understanding (MoUs), investment agreements, concession agreements, public-private partnership (PPP) contracts, and other transaction documents.
- Coordinate with line ministries, provincial departments, regulatory authorities, legal counsels, and other stakeholders.
- Review contracts, agreements, RFPs (Request for Proposals), and tender documents for protection of the Government's interests.
- Conduct in-depth research on legal issues relevant to investment projects, government operations, policy development, and strategic initiatives.
- Prepare legal reports, summaries, briefing notes, and presentations for senior management.
- Contribute to cross-functional initiatives by providing legal analysis and transaction support where required.
- Any other assignment/duty assigned by the Competent Authority.
Educational Qualifications
16 years of education in relevant field or Bachelor's degree in Law (LLB) from a reputable local or international institution. LLM, Bar-at-Law, or specialization in Corporate, Commercial, Energy, Infrastructure, or Business Law shall be preferred.
Experience
- Minimum 3-5 years of relevant experience in corporate law, project finance, mergers & acquisitions, infrastructure transactions, transaction advisory, regulatory practice, or commercial litigation at a leading law firm, financial institution, multinational company, consultancy, or relevant public sector organization preferred.
- Strong legal drafting, legal research, analytical, and problem-solving skills with ability to review and structure complex transactions and agreements.
- Ability to conduct legal and commercial analysis across multiple sectors and regulatory frameworks.
- Strong communication, presentation, stakeholder management, and writing skills.
- Ability to work effectively in fast-paced, multi-stakeholder environments.
