Describe your experience in government project accounting.
I have 4 years of experience managing accounts in government-funded development projects. I have handled budget allocations, maintained cash books, processed payment vouchers, and prepared monthly financial statements. I am familiar with government accounting rules, AGPR procedures, and ensuring that expenditures are within sanctioned limits.
How do you manage project budgets and control expenditures?
I maintain a detailed budget ledger with head-wise expenditure tracking. I reconcile actual expenditures against allocations monthly and flag budget variances to project management. I ensure no expenditure is incurred without proper authorization and that all payments are supported by relevant bills and vouchers.
What financial reporting do you prepare in a government project?
I prepare monthly financial progress reports showing budget utilization, head-wise expenditures, and balance available. I also prepare quarterly accounts for audit purposes, contractor payment summaries, and annual financial statements. Reports are submitted to the Project Director and the finance department as per project requirements.
How do you process contractor payments in a government project?
I verify contractor bills against the work measurement certificate and approved BOQ. I ensure all deductions such as income tax, stamp duty, and retention money are applied correctly. After verification, I prepare payment vouchers for approval by the Project Director. Payments are processed through cross-cheque or bank transfer as per government rules.
How do you handle internal and external audit requirements?
I maintain complete documentation for all financial transactions. I ensure vouchers are supported with proper bills, approvals, and acknowledgements. During audits, I prepare the required schedules, reconciliation statements, and respond to audit paras with supporting documents. I address audit observations promptly and implement recommended controls.
What accounting software are you familiar with?
I am proficient in QuickBooks and Peachtree for maintaining accounts. I regularly use MS Excel for financial analysis, budget tracking, and preparing reports. I am also familiar with government accounting systems and can adapt quickly to any project-specific accounting software or FMIS systems.
How do you ensure tax compliance in government project expenditures?
I ensure withholding tax is deducted at applicable rates from contractor and supplier payments as per FBR rules. I maintain a withholding tax register and deposit deducted taxes within prescribed deadlines. I prepare and submit withholding tax statements to FBR and provide contractors with tax deduction certificates.
Describe a financial discrepancy you discovered and how you resolved it.
During a bank reconciliation, I found a discrepancy where a contractor payment had been recorded twice in the cash book. I traced the error to a duplicate voucher entry, reversed the duplicate entry, updated the records, and informed the Project Director. I also implemented a double-check procedure for voucher entry to prevent recurrence.
How do you manage petty cash and office expenditures?
I maintain a petty cash register with approved imprest limits. All expenditures are supported by receipts and approved by the authorized officer. I reconcile petty cash balances weekly and replenish the imprest fund upon approval. I ensure all petty cash expenditures are within budget heads and compliant with government financial rules.
