About the Job

National Tariff Commission (NTC) is responsible for implementation of trade defence laws under Anti-dumping Duties Act, 2015, Countervailing Duties Act, 2015 and Safeguard Measures Ordinance, 2002 in conformity with the WTO Agreements, and to advise the Federal Government on Customs Tariff under NTC Act, 2015 to improve competitiveness of the domestic industry. NTC is seeking to hire a Legal Assistant to assist in the implementation and investigation of trade defence laws, legal research, and for its specific and allied functions as specified in NTC Act, 2015.

Qualification

  • Graduate, preferably law graduate from an HEC recognized institution with 3+ years of experience.

Skills & Responsibilities

  1. Support preparation of responses, submissions, pleadings, and legal documentation for proceedings before courts, tribunals, appellate forums, and other competent authorities.
  2. Manage the court processes and related matters.
  3. Inputs for litigation and appellate proceedings.
  4. Comparative studies on trade and tariff-related legal issues.
  5. Maintain case diary of court work and related matters.
  6. Provide progress reports on assigned tasks.
  7. Conduct legal research on domestic and international trade laws, WTO Agreements, trade remedy regimes, administrative law, and related legal frameworks.
  8. Assist in drafting of legal opinions, briefing notes, summaries, reports, legal memoranda, and analytical papers.
  9. Assist in the legal review of anti-dumping, countervailing duty, and safeguard investigations conducted by the Commission.
  10. Maintain legal databases, records, research repositories, and case-law compilations.
  11. Perform any other legal research, analytical, or drafting assignments entrusted by the Chairman, Member Legal, Secretary, or Head of Legal Wing.

Terms & Conditions

  1. Positions are on contract basis initially for a period of one to three (01-03) years. Extension may be granted on yearly basis on performance evaluation and need basis.
  2. Terms and conditions of contract at the time of appointment will be offered to selected candidates before joining.
  3. The selected candidate will be offered lump sum salary (including all) on initial offer which shall be base salary for annual enhancement. Salary will be revised annually with 05% to 15% increase in base salary, depending on satisfactory performance.

How to Prepare for This Role

1Graduate / Law Degree and 3+ Years Experience Verification

The committee will verify your graduation certificate (preferably LLB from an HEC recognized institution) and experience certificate confirming 3+ years of post-graduation work. Bring your original degree, transcript, HEC verification if available, and experience letters from each employer. Law graduates with 3+ years of experience in legal research, drafting, or court support work will be preferred. If your degree is not in law but in a related field, clearly demonstrate how your work experience has been in a legal or quasi-legal environment. All experience must be post-graduation; work completed before obtaining your degree will not be counted.

Tip
If your experience is from a law firm, government legal department, regulatory body, or research institution that works on trade, customs, or administrative law, highlight this specifically. Experience directly related to trade law or government regulatory functions will be viewed more favorably by the NTC selection committee than general civil or corporate legal work.
2Legal Drafting and Court Documentation Knowledge

The interview will assess your ability to support legal proceedings through documentation, drafting, and case management. Be prepared to demonstrate knowledge of how legal submissions, pleadings, and briefs are structured for courts, tribunals, and appellate forums. Review the formats and components of written statements, petitions, and appeals used in Pakistani superior court proceedings. Prepare to discuss how you would maintain a case diary, track deadlines for court filings, prepare progress reports for senior legal staff, and manage case files. The ability to draft clear briefing notes, summaries, and legal memoranda is a core competency that the panel will probe through practical or scenario-based questions at the interview.

Key Point
Prepare a writing sample or be ready to describe a specific document you drafted in your previous work: a research note, a briefing paper, a legal summary, or a response to a court order. The selection committee may ask you to walk through the structure and key legal points of a document you prepared, so be ready to speak confidently about at least one substantive legal drafting example from your experience.
3WTO Trade Remedies and NTC Legal Research Knowledge

The role requires conducting legal research on domestic and international trade laws, WTO Agreements, trade remedy regimes, and administrative law. In the interview, be prepared to discuss the basic structure of WTO trade remedy agreements (Anti-Dumping Agreement, ASCM, Safeguards Agreement), how these apply to NTC investigations, and how Pakistani trade defence law under the Anti-dumping Duties Act 2015, Countervailing Duties Act 2015, and Safeguard Measures Ordinance 2002 implements WTO obligations. Also review how administrative law principles (natural justice, fair hearing, proportionality) apply to regulatory proceedings. Familiarity with legal database tools for case-law research such as Pakistan Law Site, LawTel, or WTO document management systems will be an advantage.

Familiarity with how NTC structures its legal determinations, the parties involved, and the legal issues raised will demonstrate genuine interest and preparation specific to the Commission's work.
