About the Job

National Tariff Commission (NTC) is responsible for implementation of trade defence laws under Anti-dumping Duties Act, 2015, Countervailing Duties Act, 2015 and Safeguard Measures Ordinance, 2002 in conformity with the WTO Agreements, and to advise the Federal Government on Customs Tariff under NTC Act, 2015 to improve competitiveness of the domestic industry. NTC is seeking to hire a qualified Legal Consultant (Lahore based) to assist in the implementation and investigation of trade defence laws and for its specific and allied functions as specified in NTC Act, 2015. Presence is required mainly in Lahore and southern Punjab.

Qualification

Terms & Conditions

  1. Positions are on contract basis initially for a period of one to three (01-03) years. Extension may be granted on yearly basis on performance evaluation and need basis.
  2. Terms and conditions of contract at the time of appointment will be offered to selected candidates before joining.
  3. The selected candidate will be offered lump sum salary (including all) on initial offer which shall be base salary for annual enhancement. Salary will be revised annually with 05% to 15% increase in base salary, depending on satisfactory performance.

How to Prepare for This Role

1LLB/LLM/JD Qualification and 8-10 Years Trade Litigation Experience

The selection committee will verify your LLB, LLM, or Juris Doctor degree (with preference for International Law specialization) and your experience certificates confirming 8-10 years of post-qualification work in trade litigation, administrative law, WTO dispute settlement, or proceedings before Domestic High Courts and Tribunals. Bring original degree(s), bar membership certificate, and experience letters from each employer or court-attested engagement documents. Experience must be post-qualification. If your experience spans general litigation and trade law, organize your Resume to clearly highlight the trade-specific portions. Candidates with experience in Lahore High Court or Tribunal proceedings for trade-related matters will have a distinct advantage for this Lahore-based role.

If you have represented clients or appeared before the NTC, Customs Appellate Tribunal, or Commerce Ministry in trade-related proceedings, highlight these specifically. The selection committee is looking for experience directly relevant to trade defence litigation, not general corporate or civil litigation work.
2WTO Anti-Dumping, Subsidies, Countervailing Measures and Safeguard Agreements

The interview will assess your mastery of the WTO Anti-Dumping Agreement, Agreement on Subsidies and Countervailing Measures (ASCM), and WTO Safeguard Agreements. Be prepared to discuss the key obligations these agreements impose on member states, how NTC investigations comply with WTO standards, the dispute settlement mechanism under the DSU, and how WTO Panel and Appellate Body rulings have affected trade remedy practice globally. Review the NTC Act, 2015 and NTC Rules to understand how Pakistani trade defence law operationalizes WTO obligations. Prepare to discuss specific scenarios such as: how you would challenge a foreign countervailing measure affecting Pakistani exports, or how you would defend an NTC determination before the WTO dispute settlement body.

Key Point
Review recent NTC determinations published on www.ntc.gov.pk including anti-dumping and countervailing duty investigation reports. Being familiar with the structure and legal content of NTC's actual decisions will allow you to discuss realistic legal issues specific to the Commission, rather than speaking only in general WTO theory terms.
3Higher Court Representation, Digital Evidence Frameworks and Litigation Strategy

The role requires representation at Tribunals and Higher Courts, creating legal frameworks for electronic evidence and e-filing, and developing digital Confidential Data "Vaults" to meet evidentiary standards for active litigation. In the interview, prepare to discuss your experience drafting Appeals, Petitions, Written Statements, and legal memoranda for High Court proceedings, your familiarity with electronic court filing systems (CJLO portal, Lahore High Court e-filing), and how you would design a system for managing confidential trade investigation data in a legally defensible manner. Also be ready to discuss how you would conduct research to analyse the impact of pending court cases on NTC's regulatory functions and adjust litigation strategy accordingly.

Tip
Prepare two or three examples from your litigation experience that demonstrate high-level court strategy: a complex appeal you managed, a novel legal argument you developed, or a case where your legal research changed the outcome of pending proceedings. Concrete litigation examples specific to trade, customs, or administrative law carry the most weight at the NTC selection interview.
