The Pakistan Council of Architects & Town Planners (PCATP) is a regulatory body established under the 1983 Ordinance for the regulation of Architecture and Town Planning professions in the country. It is responsible for ensuring quality education, professional licensing, and the maintenance of high professional standards in both fields.
PCATP is an equal opportunity organization and requires the vacancy of Registrar to be filled by suitable, qualified, and experienced personnel on a purely contract basis (extendable annually based on performance) with a Market-Based salary (Negotiable based on qualification and experience).

Qualifications
- Master’s degree in Architecture, Urban Planning, Management, or Law & Policy Making.
- OR Bachelor’s degree in Architecture.
- OR Four years of Bachelor’s Degree in City/Urban and Regional Planning.
- All qualifications must be recognized and verified by the Higher Education Commission (HEC) of Pakistan.
Experience
- Total Experience Required: Minimum fifteen (15) years of administrative/management experience.
- Sector Experience: Must be gained in a Government, Semi-Government, or Private sector.
- Specific Qualification Experience: For candidates applying with a Master’s degree, five (5) years of experience must be specifically in Architecture, Urban Planning, Management, or Law & Policy Making.
Eligibility Criteria
- Professional Registration: Must be a registered PCATP member.
- Age Limit: Maximum 55 years of age on the closing date of application.
- Preferences: Applicants with higher qualification and foreign/local training in recognized courses of management will be given preference. Experience in Legal processes and procedures will be an added advantage.
Duties and Responsibilities
- Ensure that entities under the authority’s jurisdiction comply with relevant laws, regulations, and standards.
- Manage the registration and licensing of individuals, businesses, or institutions governed by the authority.
- Issue, renew, suspend, or revoke licenses and registrations in accordance with the law.
- Oversee, secure, and accurate maintenance of all records related to registrations, licenses, and enforcement actions.
- Ensure transparency and data integrity in registry operations.
- Assist in the development and implementation of regulatory policies and procedures.
- Ensure that internal operations align with the authority’s broader strategic and legal framework.
- Serve as a liaison between the regulatory authority and stakeholders, including regulated entities, the public, and government bodies.
- Coordinate and document enforcement actions against individuals or organizations that breach regulations.
- Prepare reports for internal use and for submission to government or oversight bodies.
- Document all decisions and processes to ensure accountability and audit readiness.
- Manage budgets, procurements, and other resources relevant to the registrar’s functions.
