Punjab Skills Development Fund (PSDF) is Punjab Government's flagship initiative transforming Pakistan's workforce through skills training and development programs. PSDF is seeking a seasoned senior professional for the high-impact role of Manager, Marketing, Communications & Research. Reporting directly to the CEO, this is a strategic leadership position that will define PSDF's brand narrative, digital growth, thought leadership, and research intelligence functions at the organizational level.

Key Responsibilities
Institutional Positioning & Brand Strategy
- Define and execute PSDF's corporate narrative and institutional positioning strategy across all channels
- Build and maintain PSDF's brand identity as Pakistan's leading skills development institution
- Lead thought leadership initiatives to elevate PSDF's voice in national and international development discourse
Digital Growth & Performance Marketing
- Own PSDF's digital marketing architecture and build high-performance lead generation funnels
- Deploy analytics-driven campaign optimization across digital platforms to maximize program outreach
- Monitor, analyze, and report on digital performance metrics to drive continuous improvement
Research & Strategic Intelligence
- Design and execute tracer studies, impact assessments, and employer surveys to inform strategic decisions
- Produce flagship institutional outputs including annual reports, impact assessments, policy briefs, and sector analyses
- Build a research intelligence function that positions PSDF as a knowledge leader in Pakistan's skills sector
Stakeholder Communications
- Develop segmented communication strategies for trainees, employers, donors, and government partners
- Lead high-quality content production including publications, press materials, and digital content
- Coordinate with the CEO and board on executive communications and stakeholder engagement
Team Leadership & Governance
- Build and manage a multidisciplinary marketing, communications, and research department
- Establish KPIs, governance structures, and performance frameworks for the marketing function
- Mentor team members and foster a culture of innovation and data-driven decision-making
Eligibility Criteria
Education
- Master's degree in Marketing, Business, Economics, Public Policy, or a related field
Experience
- 8-12 years of professional experience with a minimum of 2 years at managerial level in strategic marketing, communications, or research
- Preference for background in public sector, development, or large institutional settings
- Demonstrated experience in performance marketing, analytics, and research-led strategy
