About the Job

National Tariff Commission (NTC) is responsible for implementation of trade defence laws under Anti-dumping Duties Act, 2015, Countervailing Duties Act, 2015 and Safeguard Measures Ordinance, 2002 in conformity with the WTO Agreements, and to advise the Federal Government on Customs Tariff under NTC Act, 2015 to improve competitiveness of the domestic industry. NTC is seeking to hire a Senior Economist / Econometric Expert to assist in the implementation and investigation of trade defence laws, economic research to determine effect of: tariff changes, trade remedy measures, and for its specific and allied functions as specified in NTC Act, 2015.

Qualification

Terms & Conditions

  1. Positions are on contract basis initially for a period of one to three (01-03) years. Extension may be granted on yearly basis on performance evaluation and need basis.
  2. Terms and conditions of contract at the time of appointment will be offered to selected candidates before joining.
  3. The selected candidate will be offered lump sum salary (including all) on initial offer which shall be base salary for annual enhancement. Salary will be revised annually with 05% to 15% increase in base salary, depending on satisfactory performance.

1PhD / Masters in Economics and 10+ Years Quantitative Trade Research Experience

The selection committee will verify your PhD or Master's degree in Economics with specialization in International Trade or Econometrics, and your experience confirming 10+ years of post-qualification quantitative trade research, tariff impact analysis, economic analysis, trade liberalization studies, or material injury analysis. Bring your original degree(s), transcripts, and experience letters. If you hold a PhD, bring the degree certificate and, if applicable, publications list or dissertation abstract. Experience letters should clearly indicate the nature of the quantitative or econometric work performed. Academic experience (research positions at universities or think tanks) and policy research experience (at government institutions, international organizations, or consultancies) are both relevant, but work must clearly involve trade economics and quantitative analysis, not purely theoretical or non-trade economics work.

Bring a list of your published research papers, policy reports, or commissioned studies in trade economics, tariff analysis, or econometric modeling. If you have worked on material injury analysis for trade remedy investigations, prepared tariff impact assessments for government bodies, or contributed to CGE modeling exercises for trade policy purposes, highlight these specifically as they are directly aligned with NTC's core mandate.
2Proficiency in Stata, R, Python and Econometric Modeling Tools

Proficiency in Stata, R, Python, or an equivalent statistical/econometric software is mandatory for this role. The interview will assess your practical ability to use these tools for quantitative trade analysis. Be prepared to describe specific econometric models you have estimated: panel data models (fixed effects, random effects), time series analysis (VAR, ARIMA), trade gravity models, or impact evaluation methods (difference-in-differences, instrumental variables). If you use R, be ready to name the packages you work with for trade analysis (e.g., tidyverse, broom, AER). If you use Stata, describe your experience with xt commands for panel data and ivreg for instrumental variables. Python proficiency for data processing (pandas, statsmodels, scipy) is also relevant. Be ready to discuss how you would process raw trade data (HS code-level import/export data from PBS or WTO STATS) to produce a material injury analysis dataset.

3CGE / Partial Equilibrium Modeling and Tariff Impact Analysis

The role requires expertise in Computed General Equilibrium modeling using GTAP (Global Trade Analysis Project) or GAMS (General Algebraic Modelling System), and Partial Equilibrium modeling for tariff optimization, export promotion, sectoral competitiveness evaluation, value addition, productivity enhancement, consumer welfare analysis, and technology transfer assessment. In the interview, be prepared to explain the difference between CGE and Partial Equilibrium approaches and when each is appropriate for trade policy analysis, describe your experience running or contributing to a GTAP model, and discuss how you would use a Partial Equilibrium model to estimate the welfare effects of an anti-dumping duty on a specific industrial sector. Review the literature on NTC-relevant topics including dumping margin calculations, price undercutting analysis, material injury indicators, and causality between imports and domestic industry injury.

Tip
If you have a GTAP database license or have used GAMS for trade modeling, mention the version and any sector or country aggregations you have worked with. Familiarity with the GTAP database, its sector classifications, and how to map HS trade data to GTAP sectors will demonstrate hands-on CGE modeling experience rather than just theoretical knowledge of what CGE models do.
