UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, is re-advertising the position of Programme Analyst for its Women’s Economic Empowerment and Humanitarian Assistance (WEE&HA) portfolio. The Pakistan Country Office (PCO) aims to ensure that by 2027, more women and girls—particularly the most vulnerable, marginalized, and those from lagging districts—benefit from sustainable livelihoods and decent work opportunities resulting from equitable, inclusive, and green economic development. The Programme Analyst reports to the Portfolio Manager and contributes substantively to programme design, formulation, implementation, and evaluation while monitoring results to ensure high-quality delivery.

Key Functions and Accountabilities

The selected incumbent will be responsible for the following core duties:

  • Programme Strategy Contribution: Provide substantive technical inputs to the design and formulation of programme/project proposals, strategies, and initiatives within the WEE&HA framework.
  • Programme Implementation & Management: Provide technical inputs to annual work plans and budgets, lead the execution of activities, manage calls for proposals, organize technical review committees, conduct capacity assessments, and monitor implementing partners' financial and narrative reports.
  • Partner Technical Assistance: Coordinate technical support, develop knowledge products, maintain strong relationships with national partners to support programme expansion, and train partners on Results-Based Management (RBM).
  • Monitoring and Reporting: Track progress and financial implementation using RBM tools, draft monitoring mission reports, and provide substantive inputs for donor and UN Women institutional reporting.
  • Financial and Resource Management: Monitor budget execution, draft financial reports, manage budget re-alignments/revisions as necessary, and assist in developing resource mobilization strategies, project summaries, briefing notes, and donor profiles.
  • Inter-Agency Coordination & Advocacy: Draft background reports and briefs to support alignment with other country partners, develop communication presentations, and coordinate advocacy campaigns, workshops, and knowledge management methodologies.

Supervisory Responsibilities:

  • The incumbent guides a team of 10 personnel, which includes 3 direct reports (including provincial Project Coordinators for WEE) and 1 affiliate personnel/consultant.

Required Qualifications and Competencies

Education:

  • A Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree (Bachelor's) combined with two (2) additional years of qualifying experience may be accepted in lieu of an advanced university degree.
  • A professional project/programme management certification is considered an added advantage.

Experience:

  • A minimum of 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required.
  • Professional experience directly within the field of Women’s Economic Empowerment is required.
  • Experience coordinating and liaising with government agencies and/or international donors is highly desirable.
  • Required proficiency in standard computer/office software packages (MS Word, Excel, etc.), spreadsheet management, database tools, and web-based management systems.
  • Experience utilizing a modern web-based ERP system, preferably Oracle Cloud, is highly desirable.

Language Requirements:

  • Complete fluency in written and spoken English and Urdu is required.
  • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered desirable.
