UNICEF seeks a Risk and Compliance Officer, NO-1 for a temporary 364-day position based in Islamabad, Pakistan. This critical role supports UNICEF's risk management and compliance framework, with a primary focus on vendor risk management and the Harmonized Approach to Cash Transfers (HACT) implementation. The successful candidate will manage vendor evaluations, oversee compliance frameworks, coordinate field verification missions, conduct internal reviews, recommend control measures, facilitate staff training, implement anti-fraud measures, and ensure timely follow-up on reports. The position requires strong expertise in compliance, auditing, vendor risk management, and fraud prevention, along with fluency in English and Urdu. Key Responsibilities
- • Manage vendor risk evaluations and compliance assessments
- • Support HACT (Harmonized Approach to Cash Transfers) implementation and framework
- • Coordinate field verification missions and field-based monitoring activities
- • Conduct internal control reviews and provide recommendations
- • Recommend and implement financial control measures
- • Facilitate staff training on compliance and risk management procedures
- • Implement anti-fraud measures and detection protocols
- • Ensure timely follow-up on audit findings and compliance reports
- • Support vendor capacity assessments and risk categorization
- • Maintain documentation and compliance records
Requirements
- ✓ Bachelor's degree in Risk Prevention, Finance, Accounting, Business Administration, ACCA/CA-Inter, Auditing, Risk Management, or related field
- ✓ Minimum 1 year relevant work experience in accounting, auditing, financial management, risk management, compliance, internal audit, vendor risk management, fraud prevention, or financial controls
- ✓ Expertise in compliance and auditing
- ✓ Proficiency in vendor risk management
- ✓ Knowledge of fraud prevention and detection
- ✓ Understanding of HACT (Harmonized Approach to Cash Transfers) framework
- ✓ Strong reporting and documentation capabilities
- ✓ Fluency in English and Urdu (required)
- ✓ Knowledge of UN languages (Arabic, Chinese, French, Russian, Spanish) - desirable
- ✓ ACCA, CA Inter certification or audit firm experience - desirable

Education
Bachelor's degree in Risk Prevention, Finance, Accounting, Business Administration, ACCA/CA-Inter, Auditing, Risk Management, or related fields
Experience
Minimum 1 year relevant work experience in Accounting/Auditing, Financial Management, Risk Management, Compliance, Internal Audit, Vendor Risk Management, Fraud Prevention, or Financial Controls
